- The VAPH provides budgets and allowances to people with special needs to finance their tailor-made care and support (guidance, accommodation, practical help, ...).
- VAPH recognises and authorises organisations to provide support, multi-functional centres and accredited health care providers.

The agency has different offices in different provinces.
